EIA
Plain-Language Definition
Environmental Impact Assessment — a formal evaluation of a proposed project's potential environmental effects, required before construction approval in most jurisdictions including Bangladesh.
Technical Context
In Bangladesh, EIA is required by the Department of Environment (DoE) for projects classified as Orange-B or Red category under the Environment Conservation Rules. EIA covers: air quality, water, noise, soil, ecology, waste, socioeconomic impacts. The output is an Environmental Clearance Certificate (ECC), which is a prerequisite for construction permits. Validity: typically 3-5 years, renewable.
Why It Matters
Without environmental clearance, a building is operating without regulatory approval. DoE can order closure. For MNC tenants, occupying a building without valid environmental clearance is a compliance risk reported to headquarters. EIA also identifies environmental risks to the building (flooding, contamination) that affect investment decisions.
