Boiler Registration
All steam boilers and pressure vessels in Bangladesh must be registered under the Boiler Act 1923 and inspected annually by the Chief Inspector of Boilers. This applies to industrial boilers, steam generators, and certain pressure vessels used in manufacturing, garment finishing, food processing, and power generation.
Who Needs Boiler Registration?

Annual Inspection
- Hydraulic test: Pressure test at 1.5× maximum working pressure
- Internal inspection: Scale, corrosion, tube condition, stays, shell integrity
- External inspection: Mounting, piping, safety valves, gauges, fittings
- Safety valves: Tested and set to correct blow-off pressure
- Gauges: Pressure gauges calibrated and accurate
- Water level controls: Low-water cut-off tested and functional
Operator Certification
Boiler operators must hold a competency certificate issued by the Chief Inspector:
- First-class: For boilers above specified capacity
- Second-class: For smaller boilers
- Examination: Written + practical test covering boiler operation, safety, and emergency procedures
- Renewal: Periodic renewal required
Penalties
- Operating unregistered boiler: Fine + imprisonment under Boiler Act 1923
- Operating without certified operator: Fine
- Boiler explosion: Criminal investigation — owner and operator face prosecution
- Insurance: Boiler insurance typically requires valid registration and annual inspection
